The Chinese central bank has made an emergency money injection after a surge in interbank rates, trying to prevent a repeat of the cash crunch that rattled global markets this year. In a highly unusual move, the People’s Bank of China said it had conducted a “short-term liquidity operation” to provide credit to banks in need of money. According to the central bank’s own rules, it is only meant to announce SLOs one month after their implementation, but on this occasion it was unwilling to brook such a delay. It used its account on Weibo, China’s Twitter-like platform, yesterday afternoon to tell a jittery market that it had provided banks with the emergency cash. Chinese money market rates had soared earlier in the day to levels last seen in late June when the country was hit by a liquidity squeeze that alarmed investors around the world about the potential for a financial crisis in China. The seven-day bond repurchase rate, an important gauge of short-term liquidity, rose to nearly 10 per cent as banks hoarded cash. The central bank also extended trading in the country’s interbank market by 30 minutes yesterday to give financial institutions additional time to line up funds. The central bank last allowed an extended trading session during the June cash crunch. “It’s very clear they want to calm market fears,” said Zhou Hao, an analyst with ANZ in Shanghai. “The PBoC does not want to see the cash crunch repeated.”“很显然,他们希望消除市场担心,”澳新(ANZ)常驻上海的分析师周浩表示。 Yet the immediate cause for the sudden panic gripping the market was the central bank itself. Over five consecutive trading sessions, it had refrained from injecting cash in the financial system through its regular open-market operations. That surprised traders and posed a challenge for banks, which need to refinance a large number of assets before the end of the year. During the cash crunch in June, central bank officials explained that they had allowed the money market to tighten as a warning to banks to improve their liquidity management. Several banks had become overly reliant on the interbank market as a cheap source of funds and were using the cash to finance risky off-balance sheet loans. The central bank has since guided money market rates to levels roughly 150 basis points higher than the average before the cash crunch. With China’s stock of credit soaring to about 200 per cent of gross domestic product, from 130 per cent five years ago, analysts believe the government is trying to encourage companies and investors to reduce their debt loads. “The PBoC wants money market rates to remain relatively high in order to lower leverage and contain financial risks,” said Duan Jihua, deputy general manager of Guohai Securities. “But they won’t push rates so high that it would actually trigger defaults or bankruptcy.”“中国人民希望货币市场利率保持在相对较高的水平,以便降低杠杆率,遏制金融风险,”国海券(Guohai Securities)副总经理段吉华表示。 /201312/269606Hong Kong chief executive CY Leung has drawn a direct link between pro-democracy protests and the delay to a high-profile equities trading platform that had been billed as key to the territory’s financial future. Speaking on Tuesday, Mr Leung said he would press Beijing for a launch date for the so-called stock connect during an official visit next week, but added that “co-operation” was needed from those in Hong Kong who are “threatening the rule of law”. “As we fight for stock connect, and as Hong Kong continues to develop as an international and national financial centre, we need the entire society to co-operate, and I hope that we can restore our social order as soon as possible,” Mr Leung said.“我们在争取沪港通及香港继续发展成为国际和国家的金融中心的同时,亦需要全社会配合,希望尽快恢复我们的社会秩序,”梁振英说。The stock connect was first announced six months ago, and will allow global investors far freer access to companies listed in the mainland. In return, Chinese investors will be able to trade in Hong Kong-listed shares for the first time. The scheme marks the most significant development towards integrating China’s financial markets with the rest of the world in many years, and is an important step towards a more open capital account. A successful launch could also pave the way for Chinese equities to be added to global indices, potentially drawing hundreds of billions of dollars into mainland markets. Many market participants had been expecting the project to launch formally last month. However, the Hong Kong stock exchange announced on October 26 that the scheme was still awaiting regulatory approval and that no launch date had been set. Days later, Hong Kong regulators said that its work has been completed. No official reason has yet been given for the apparent delay, though many have blamed local politics. Chinese state media reports have also pointed the finger at “illegal protests” for the hold-up. “It feels like a punishment,” said one senior investment banker. “We have spent a fortune in resources and time – we are y to go.”“这感觉像是一个惩罚,”一位资深投资家表示,“我们已经投入了大量资源和时间——我们已准备好实施。”A number of key issues around the complex trading scheme have yet to be resolved – such as the tax rate due on foreign holdings of Chinese stocks. Those uncertainties prompted Asia’s financial markets industry body, Asifma, to write to regulators to plea for sufficient notice ahead of the formal launch. Mr Leung’s comments provide the first official indication that progress of the stock trading link may have been directly affected by the student-led protests, now into their second month. Analysts have warned that the delay could be viewed as a symbol of Beijing’s disquiet over the protests, with potential longer-term effects on Hong Kong’s place as a financial centre. “Any prolonged delay of the stock connect programme beyond the planned October start will again reignite worries on whether the Chinese government has changed its stance in supporting Hong Kong financial developments in the long run, taking a toll on business sentiment and investment plans,” wrote Citi economists in a recent report.“若沪港通在过了原定的10月启动日期之后迟迟不能启动,将再度导致人们担忧中国政府是否改变了其持香港金融长期发展的姿态,进而对商业情绪和投资计划造成打击,”花旗(Citi)经济学家在最近一份报告中写道。 /201411/340977

When news arrived in November that Beijing was bidding for the 2022 Winter Olympics, many observers in the Chinese capital briefly choked on their tea -- or was that the smog? A few years removed from hosting the Summer Olympics, with virtually no winter sports tradition to speak of and bad air that gets worse when the temperatures drop, China#39;s capital seemed as likely a choice to host the Winter Games as Dubai or Bankok. Eight months later, the International Olympic Committee has named Beijing, which has proposed hosting the games in conjunction with the nearby city of Zhangjiakou, as one of the three finalists for the bid, along with Oslo in Norway and Kazakhstan#39;s Almaty. What are Beijing#39;s chances of actually winning the bid? Better than you might think. The 2022 Winter Olympics has become known as the Olympics no one wants to host after a long list of candidates dropped their bids. Stockholm, Munich, two cities in Switzerland, Denver, Krakow and Lviv in Ukraine all pursued the idea of hosting the event to varying degrees but ultimately decided to withdraw themselves from consideration over the past few months -- leaving only the three finalists. With the exception of Lviv, which cancelled its bid last week because of continuing political strife in Ukraine, most of the other drop-outs appear to have been frightened away by the specter of this year#39;s Winter Games in Sochi, which emptied Russia#39;s coffers to the tune of billion and left little of value behind. Here#39;s China Real Time#39;s rundown of the arguments in favor of and against the remaining candidates:以下是《中国实时报》专栏列出的入围候选城市的优势和劣势:Almaty阿拉木图Pros: Has never hosted an Olympics before, has mountains nearby and claims to have aly built many of the necessary facilities. Cons: The city of 1.5 million isn#39;t all that far from Sochi, and #39;Borat#39; effect notwithstanding, Kazakhstan doesn#39;t top many lists of sexy tourist destinations. The city also may not being willing to lay out the piles of cash required to put on a modern Olympics. (If the city is picked as host, the budget will be #39;many, many times#39; less than Sochi, a Kazahk Olympic Committee board member told Reuters in February.) Pros: Is in Europe (which hasn#39;t hosted a Winter Games since Turin in 2006), has the right geography and plenty of oil money, would field a very competitive home team. Cons: Norway has hosted a Winter Olymipics in the relatively recent past (Lillehammer 1994). More importantly, it#39;s not clear the city actually wants to host the games. Various polls put public support for the bid as low as 38%. #39;I think the whole thing is crazy,#39; one 67-year-old Oslo resident told the Wall Street Journal in September. #39;The whole country has to pay for a little pleasure.#39;优势:地处欧洲(欧洲自2006年都灵冬奥会以来再也没举办过冬奥会),地理位置优越,拥有大量石油收入,有极具竞争力的东道主运动队。 Beijing/Zhangjiakou北京/张家口Pros: Lots of money. Cons: As documented by Bloomberg#39;s Adam Minter, the chief argument against Beijing is the city#39;s notoriously chewable air. Zhangjiakou, the city in Hebei where the alpine events would be held, boasts cleaner air, but it still hardly qualifies as pristine and is at its worst in the winter. Besides which, the #39;mountains#39; of Hebei are pimple-sized when compared with those in previous host locations like Nagano and Salt Lake City. There#39;s also the fact that the 2018 Winter Games are scheduled to be held in Pyeongchang, South Korea, which is only 670 miles from Beijing. All that said, it#39;s hard to underestimate the power of a bulging purse -- and if the 2008 Summer Games proved anything, it#39;s that Beijing is willing to spend what it takes to put on an impressive Olympics. Beijing could also dangle the carrot of Zhang Yimou, the famous film director whose authoritarian choreography for the 2008 Olympics opening ceremonies was impressive enough to nab a Peabody award. (Just imagine what he could do with thousands of People#39;s Liberation Army soldiers on ice skates.) An announcement on the Beijing government#39;s English news website claimed a 90% support rate for the city#39;s latest Olympic bid. It#39;s not clear how that figure was determined, but if residents are in favor of the idea, it might have to do with secondary benefits promised. The capital#39;s finance bureau has said it plans to invest close to billion yuan ( billion) in efforts to reduce fine particulate matter in the air ahead of the games. If that pledge holds, residents of the city could end up winning no matter how the event turns out. /201407/310815

A pair of brave 7-year-old Texas boys helped foil their own kidnapping when they screamed and fought off a thief who stole their mother#39;s car. San Antonio mom Lucia Lozada said she was on her way to church Thursday afternoon when a man she knew from the neighborhood jacked her gold Nissan Altima with her twin boys and 1-year-old baby inside. ;She realized that she had forgotten the baby bottle, walked back in the house. When she came back out the car was gone.; San Antonio Police Chief William McManus said. But cops said the tykes, Luis and Lucius, refused to go quietly and began hitting the man and screaming. ;I was hitting him with a toy snake,; little Luis told reporters. Eventually, the carjacker let the boys and the baby off on a street in Las Palmas, about 10 miles away from their home. They were reunited with their mother on Thursday evening. They got the snake yesterday from the store, Lozada told KSAT-TV. ;I didn#39;t want to buy it for them, but I guess God knew that he was going to use it today.;母亲露西亚称:“玩具蛇是昨天才从商店里买的,当时我还不想买,不过可能是上帝知道他们今天用得着。”Lozada said she#39;d seen the carjacker around her neighborhood in southeast San Antonio from time to time. /201404/291189
