Business paradise or den of thieves? An effort to abolish a highly unusual Californian city May 5th 2011 | VERNON | from the print edition EVEN Vernon’s logo proclaims that the city is “exclusively industrial”, and that is no exaggeration. It was founded in 1905 at a railway crossing along the Los Angeles River as a sort of Eden for business, especially the smelly, dirty and blue-collar manufacturing sort. An aerial view shows neat boundaries around its 5.2 square miles (13.5 square kilometres), as the residential neighbourhoods of Los Angeles County suddenly give way to huge blocks of warehouses and factories. Lorries seem to outnumber cars on Vernon’s streets. The whiff of pigs being slaughtered hangs over those parts not covered by the aroma of coffee being processed. In most of the world, it is inconceivable that Vernon could even be considered a “city”. It has about 1,800 businesses that employ more than 50,000 workers who live elsewhere in Los Angeles County. But it has only 96 actual residents, and those live in housing tucked improbably between power stations and warehouses and mostly owned by the city. Afghan President Hamid Karzai says he has spoken with U.S. President-elect Barack Obama about the effort to improve security in Afghanistan next year. Meanwhile, U.S. military in Afghanistan says Afghan and coalition forces have killed 17 Taliban insurgents in air strikes on a "known insurgent safe haven" in southern Kandahar province. The conversation is the first between the two leaders since Mr. Obama won the presidential election. President Karzai's office released a statement Sunday saying Mr. Obama pledged to increase the U.S. commitment to fighting terrorism and improving security in the region. Mr. Obama has long advocated boosting U.S. troop levels in Afghanistan by drawing down U.S. forces in Iraq. The top U.S. and NATO Commander in Afghanistan, General David McKiernan, said last week he does not currently have enough troops to provide security in parts of the country. He urged Mr. Obama to speed the deployment of as many as 20,000 additional troops after he takes office. The first additional U.S. brigade, numbering between 3,500 and four-thousand troops, is scheduled to arrive in January. U.S. Spokesman Colonel Greg Julian says those forces are headed to eastern Afghanistan, an area the military calls R.C. East, which has seen a surge in Taliban attacks this year. They are going to move into areas that are currently not covered. We do not have enough forces to cover all of R.C. East, so they will be separated into areas where there are no existing forces," Julian said. The harsh Afghan winter usually brings a lull in fighting, but U.S. and NATO forces say they plan to keep pressure on Taliban fighters during the coming months. Commanders say they are re-training all Afghan border police in eastern Afghanistan and building 165 new posts along the so-called Durand Line that serves as a de-facto border. NATO Spokesman Brigadier General Richard Blanchette says forces are also improving cooperation with Pakistani forces through a joint-mission called Operation Lionheart that targets militants in Afghanistan's Kunar province and Pakistan's Bajaur tribal region. In this clearing operation, Pakistani forces in Pakistan and Afghan and ISAF forces in Afghan are coordinating operations along the border applying pressure to any insurgents attempting to cross into or out of Bajaur," Blanchette said. During his presidential campaign, president-elect Obama criticized President Karzai's government, saying it should work harder, and address corruption and the massive opium trade. Following Mr. Obama's election win, Mr. Karzai also had strong words for the president-elect, demanding he end Afghan civilian casualties and focus on militant sanctuaries outside Afghanistan. Sunday's statement from President Karzai's office did not say if the two discussed the criticisms. 200811/57043Back at the Armor Group compound, another team prepares for a different kind of mission. They'll travel low profile, trying to blend in with the Iraqis. Low profile certainly can be an awful lot safer. If faced down properly, people will not know, they will not know who we are, until even if it's too late they do see who we are, by that time we have gone. Traveling under cover requires a different set of high-tech toys and tactics. And after 23 years of service in the British army, Steve Finleyson knows them all. He's been a contractor in Baghdad for 30 months. Today, that experience will come in handy. The mission: transport Armor Group executive John Garing to a meeting at the Iraqi Ministry of Finance and do it undetected. Steve's convoy will travel under cover. But that doesn't mean they won't be prepared. When we go in high profile, every one knows who we are and what we are. The people in Bagdad know they are so used to us, they'll see us coming in the rear mirrors of their automobile and will pull over and just let us go with them. Low profile however, is different, you can say you are quite hybrid, just want the traffic and you just blend in a heavy steel car. The cars look like any others on Iraqi roads, Mercedes, BMWs, but they sport some premium features not available to the average consumer. Thick factory armor hides under the exterior panels. And advanced communication systems track the team's movements, just like high profile convoys. Steve's colleague Peter Hays, makes sure the transponder's well hidden. The alarm button is kept within reach. Hey, sir, good voice here, is that your panic alarm for the transponder? These two little buttons pressed at the same time send the distress call to headquarters. But contractors can't wait for backup, so they rely on specialized equipment/ to help them dodge danger. A stationary target is an easy target. So run flats, tires within the tires, enable these vehicles to keep rolling at 50 miles, even after a bullet or shrapnel damage. And if stopped, smoke canisters provide cover. Insurgents can't shoot if they can't see and smoke screens can give contractors the time they need to run to safety. There're needs and ways to help us get away from what's going on without, you know, causing more casualties or intriguing the crime. The vehicles aren't the only things modified for a low-profile mission. The weapons are too. They need to be small enough to be concealed inside a compact car, yet powerful enough to hold off insurgence. Harry O'secnic customizes the guns to the contractors' specifications. We cut them down, we recrown, we machine everything back down again, we press back on the gas cylinder, we press on the front sight. We re-pin it then we draw out the gas system to 4mm. If somebody got killed, which does happen and some of my friends have passed on, I feel bad. But I will feel even worse if I could have done something and kept him alive and didn't do it.12/93357

The Bush administration says Saturday's G-20 meeting in Washington laid the foundation for a coordinated international effort to tackle the global financial crisis. U.S. Commerce Secretary Carlos Gutierrez says the summit of leaders of industrialized and developing economies did not produce any immediate, concrete action to shore up the financial system. Rather, he said, the meeting promoted consensus on how to formulate a way forward. I think the important thing is the leaders of G-20 coming together and agreeing on a longer-term agenda," said Carlos Gutierrez. "One meeting is not going to solve the whole global situation, but they did agree in principles. They agreed on future meetings. They agreed on a process. I think that is a very important step." Gutierrez was speaking on CNN's Late Edition program. The G-20 meeting yielded pledges to strengthen the ground rules under which financial markets operate. Participants also promised efforts to boost investor and consumer protection, and to stimulate economic growth. Secretary Gutierrez said President Bush shares the view of other participants that some market oversight is needed to prevent excesses and abuses, but is adamant that the free market be preserved. We are here to strengthen our free-market capital system, not to change it," he said. "There is an inclination when you get into problems like this to go to an extreme, to over-regulate. I think we have to be careful. We have to find a balance, and we cannot over-regulate so that five years from now we are trying to claw our way back because we overdid it." The G-20 meeting was held amid a continuing drumbeat of unsettling economic news around the world. Last week, Germany officially slipped into recession, while more Americans filed for unemployment benefits, and China's projections for economic growth were cut. 200811/56374

You walk into a fancy party. What is the oldest thing there? No, not your in-laws, or even your grandparents. It will be a diamond someone is wearing. Itrsquo;s not completely clear how natural diamonds are formed, and although it is known they are made from carbon, scientists are not sure how carbon gets to the extreme depths at which diamonds are made. Diamonds are formed very deep in the earth. The optimum depth for their formation is about 120 miles beneath the surface, in the molten mantle. The temperature and pressure necessary for diamonds to crystallize are mind boggling: the temperature must be over 2,000 degrees Fahrenheit, and the pressure must be at least 690,000 pounds per square inch. To put that pressure in perspective, a 150 pound person exerts only about 3 pounds per square inch. 165067Brown-headed cowbirds are robin-sized black birds whose range covers most of North America. From a people’s point of view cowbirds are what we might call deadbeat parents. Cowbirds lay their eggs in the nests of other bird species, and the cowbird nestlings are raised by the foster parents. Since the cowbirds spend their formative months with birds of an entirely different species which has separate habits, songs, etc., “How does a cowbird know it’s a cowbird?” A good question, since singing the right songs and making the right moves are essential to establishing territory and attracting mates, it’s vital that one do these things right. One would think that the cowbird’s behavior would be “hardwired”, that it would just know what it is. But work done by Meredith West and her colleagues has shown that this is not the case.【生词注释】cowbird n. 201110/156432Last post for disabled people? A disabled woman from Hastings says she's being discriminated against because her local post office is earmarked for closure. The Channel 4 News has learned that the government amended legislation which would have forced it to take account the needs of disabled people just weeks before announcing that thousands of post offices were closed. The department of work and pensions haven't offered an explanation for this change. But campaigners say it is illegal, and they are taking the government to court. Katie Razzall has the exclusive report from the battlefield in Hastings.107.8 Arrow FM, news for Hastings and 1066 Country.A Hastings' couple will learn next week if their legal challenge against post office closures could lead to a U-turn.Jonathan Coe's wife is disabled. She is too distressed about her condition to appear on television. But on Monday London's High Court will hear her lawyer's argue that closing her local post office is against the law."I thought it was an absolutely incomprehensible decision and that made me quite cross on behalf of my wife and indeed my mother-in-law."The Disability Discrimination Act includes a list of organizations that have a duty to promote quality for the disabled. Just a month before the Royal Mail announced it planned to shut 2500 branches, it was removed from that list--the only organization ever to be taken off."It's very difficult for groups of disabled people to bring this kind of legislation to the Statute book. But then to suddenly discover that on a whim, a minister has decided that no longer will this particular law apply to the Royal Mail is, frankly, an outrage."Mr. Coe's wife can't walk or stand for long periods, having a post office close by ensures she doesn't have to. Her lawyer argues that the then-secretary of state for Work and Pensions John Harten was wrong to exempt the Royal Mail."And it's outside of his powers given to him by Parliament. He was allowed to pass regulations to promote disability quality. He was not allowed to pass regulations to relax the obligations on public authorities, to do just that.""And there's no seats, you have to stand."Royal Mail is more than halfway through its national closure program. It loses four million pounds a week and says many of the services it used to provide are now offered online in three banks. 49 branches have aly shut in Sussex in the attempt to make Royal Mail more sustainable, including this former sub post office on the seafront. There're many locals still don't realize it.These pensioners combined age of 1023 rely on that branch for paying bills, getting money and benefits, more than just a place to buy stamps. For them, the post office is a public service. Their new branch is too far for many of them to attempt."Because I can't cope with it anymore, and I get a bit frightened when you carry money, you know, too far.""It's taken away independence from a large number of elderly and disabled people in this area, and it seems to me that the government is always wanting elderly people to remain independent, to stay in their own homes, and that's what's happened, it's taken away the independence of people.""Well I thought I'll test how long it takes me to get to the new post office, 9 minutes past 4......Hastings' post office, I've made at it, in 7 minutes, and I was walking pretty fast."Royal Mail says it may provide a reduced service nearby when Mr. Coe's post office shuts. If the couple win their case, its plan to close more branches across the country will be in doubt. The government told Channel 4 News it doesn't believe it.200811/55308

Bush Orders Airlift of Supplies for Darfur Mission布什下令向达尔富尔无偿空运物资 U.S. President George Bush has authorized an American airlift of equipment for African Union and ed Nations peacekeepers in Sudan's troubled Darfur region. The president has spoken for some time of his resolve to help the peacekeeping mission in Darfur. Now he has told the State Department to start the airlift immediately without reimbursement from the ed Nations. I have provided a waver to the State Department so they can begin to move 240 containers worth of heavy equipment into Darfur, and that the Defense Department will be flying Rwandan equipment into Darfur to help facilitate the peacekeeping missions there," said President Bush. Mr. Bush spoke after talks with Salva Kiir, a former south Sudanese rebel leader who is now the First Vice President of Sudan. He is part of a national unity government established as a result of a 2005 peace agreement that ended 22 years of civil war between northern and southern Sudan. Salva Kiir also holds the title of president of semi-autonomous southern Sudan. And Mr. Bush invited him to the White House to get a status report on developments both in his region, and nationally as well. And the vice president brought me up to date on what had been accomplished and what still remains to be accomplished," said Mr. Bush. The Bush administration has been relentless in its criticism of Sudanese President Omar Bashir - blaming him for the humanitarian crises in Darfur and elsewhere. Salva Kiir has indicated he plans to run for the nation's top job when Sudan holds elections later this year. President Bush referred to him as a leader, who is trying to bring all the rebel groups in Darfur together for peace talks with the government. The Bush White House has come under some criticism lately for its handling of the Sudan crisis - particularly in the New York Times newspaper. In a written statement on the airlift, the president's national security advisor - Stephen Hadley - went to the unusual step of singling out Times columnist Nicholas Kristof, who has called for military pressure on Sudan to end the killing in Darfur. Hadley, who defended the administration's Sudan policy, said human-rights groups oppose military action. 01/60543Hung Out To Dry As some line-dry their laundry to conserve, others say it's an eyesore. There is some New Hampshire residents who want to do their part to help the environment, and this A’s David Curley reports their efforts to go green are being complicated by the neighbors down the block. Remember these days, “What a wonderful sight when your wash is done!”Hang on! Clothes lines are making a comeback. And it smells good, smells better than anything that would come out of the drier. It’s a green comeback. Steven M. White hoped to cut their carbon footprint by hanging out their socks. “One of the things you can do easily is you can hang your laundry out.” American families spend at least 100 dollars a year drying cloth. Electric driers account for 6% of home electricity use. So save money, save the planet, what’s not to like?“I don’t wanna see any other. I hope, I want to see nature. Um, sheets are not nature”. Richard Jacques Homeowners’ Association and thousands like it ban clothes lines as unattractive all that underwear, and a threat to property values. I states in a very clear way that outside clothes lines are not permitted. So down the street, Mary Lucier hangs her wash inside on doors and from light fixtures. Is this decoration? No, haha, it is not decoration, it is serious. Others had figured out /the/ ways around the rules. So essence, you are hiding hanging your laundry. I am/ discreet. And unlikely, activist is trying to line up support to change the rules on clothes lines, hoping states will force associations to allow their residents the right to dry. Laundry has totally taken all over my life. 33-year-old bachelor lawyer, Alexander Lee/s/ is trying to empower those who want to hand and believe it or not, 3 states have enacted right to dry laws, 7 others are considering it. I mean these are several power plants that we can shut down if everybody would make a switch. That’s if he can convince Americans there is art in hanging out laundry, a beautiful way to help save the planet. David Curley, A news, right, New Hampshire参考中文翻译:有的人说用晾衣绳晒衣的传统应该保存,另外一些人却说这非常刺眼。 A记者David Curley报道。 The devil and the deep blue sea魔鬼和那湾蔚蓝深邃的海History’s most important sea 最富有历史意义的海May 5th 2011 | from the print edition The Great Sea: A Human History of the Mediterranean. Some people home in on distinctive landmasses, an island such as Crete or a clear shape like Iberia or Anatolia, and assume these have long formed a single cultural or political space, embracing coast and interior, and different from places “across the water”. At the other extreme, romantic types regard a lake or sea as a friendly space where ideas, expertise and merchandise are traded to perpetual mutual advantage. The second view is the more likely. True, the various ports and shores of the Mediterranean influenced one another (if war is regarded as a form of influence), but the impact of hinterlands and of distant powers, like Russia and America, was also huge. 201105/135680

Congress approved the resolution in July.Shain had become something of a celebrity because of the photo and wanted to leverage that fame into a worthy cause, said Warren Hegg, national supervisor for the "Keep the Sprit of '45 Alive" campaign."It really became Edith's mission in life that there would be this national day, that every day someone thought about that day in August when a girl was kissed in Times Square, that people would think about it more deeply," Hegg said."She said we should have a day for all the ordinary men and women of that generation who did so many remarkable things and never were really recognized for that: The people who endured the Great Depression, saved Western democracy, and then went on and rebuilt the world," Hegg said.Vocabulary:bulgler: 喇叭手V-J Day: Victory over Japan Day,August 15, 1945, the day Japan accepted the Allied surrender terms in World War II(日本宣布投降日)coast to coast: extending, going, or operating from one coast of the U.S. to the other(由大西洋岸至太平洋岸的)背单词 — 装英语词汇201008/111393Arava, the disabled tortoise is using her new set of wheels to get around in more ways than one. Keepers at the Jerusalem Biblical Zoo say the 10-year-old Spurred Tortoise was fitted with custom wheels to overcome paralysis of her hind legs. The 55-pound tortoise is unable to move herself forward with just her front legs, so the zoo staff built her a metal frame with two wheels that can be strapped around her shell. “We don't really know the reason why it's paralyzed, why this tortoise is paralyzed. We tried to find out to determine what is the cause. We didn't find it. So instead of just leaving it to move only with her front legs, we invented if we may say so ,ur, wheels, that were attached to her rear legs and it's allowed, and supposed to move almost freely in the enclosure." Yedvad says it's not that Arava has come out of her shell with her unique new wheelchair, but that a particularly amorous 10-year-old male has been after her since her arrival. But despite some improvement, Arava still finds it difficult at times to use the new device. The handicapped tortoise is not able to writhe herself without assistance and the employees at the zoo have to do it. "The wheelchair is a little bit heavy so I hope in the future it will have a lighter one." 200812/59069
