The move forces Congress to vote on the agreement within 90 legislative days. President Bush says he is sending the Colombia free-trade agreement to Congress because it is time to level the playing field for American workers and safeguard U.S. security interests in the hemisphere. This agreement will advance America's national security interests in a critical region," President Bush said. "It will strengthen a courageous ally in our hemisphere. It will help America's economy and America's workers at a vital time. It deserves bipartisan support from the ed States Congress." Mr. Bush says the need is too urgent and the stakes to national security too high to allow the year to end without a vote on the deal. The president's action forces a vote on the free-trade agreement within 90 legislative days. Most Colombian exports aly enter the ed States duty free. The deal makes permanent Colombia's preferential access to the U.S. market, while eliminating tariffs on 80 percent of American exports to Colombia; including aircraft and auto parts, beef, cotton, wheat, soybeans, and fruit. President Bush says approving the deal is the best way the ed States can demonstrate its support for Colombia at a time when Bogota is standing against the anti-American rhetoric of Venezuela's Hugo Chavez. People throughout the hemisphere are watching to see what the ed States will do," he said. "If Congress fails to approve this agreement, it would not only abandon a brave ally, it would send a signal throughout the region that America can not be counted on to support its friends." Many congressional Democrats oppose the free-trade agreement because of concerns about Colombia's human-rights record. President Bush says Colombian President Alvaro Uribe has addressed the issues of U.S. lawmakers by demobilizing tens-of-thousands of paramilitary fighters and appointing an independent prosecutor to pursue cases involving attacks against trade unionists. President Uribe has done everything asked of him. While Colombia still works to improve, the progress is undeniable. And it is worthy of our support," the president said. The president is sending this free-trade agreement to Congress one day after Senator Hillary Clinton's top presidential campaign strategist, Mark Penn, stepped down after he met with Colombia's ambassador to discuss advancing the trade deal. Clinton publicly opposes the agreement. A White House spokesman says he knows of no contact between the administration and lobbyist Penn, whose firm represents the Colombian government.

The ed Nations Children's Fund, UNICEF, says more than 200 child soldiers held by rebels have been demobilized following seven months of negotiations. UNICEF says the children, including one girl, were being held by a dissident group that broke with the rebel National Liberation Front. The FNL is still fighting a civil war with the Burundian government. The ed Nations Children's Fund says 232 children between the ages of 15 and 20 had been held at the Randa and Burumata camps north of the Burundian capital, Bujumbura. In a telephone interview from Bujumbura, UNICEF representative, Francoise Grullos, told VOA many of the children were as young as 10 when they were recruited by the FNL. She says the camps in which the former child soldiers were staying were in very poor condition and UNICEF considered it a matter of urgency to get the children released. We had some concerns that these children in these two camps were in areas where the army and the FNL were still fighting and we feared about the security of these child soldiers in the camps," she said. "So, it was an additional element. And, I have to say that the government and the Commission, in particular, have been very instrumental in making sure that the dissidents agreed to release the children." The government established a Commission in 2004 to oversee the demobilization and reintegration of child soldiers into civil society. Since then, Grullos says, more than 3,000 former child soldiers have been returned to their communities with a 94 percent success rate of reintegrating into society. She says negotiating the release of these children has been a very long, difficult, but, ultimately successful process. You can imagine the happiness in the office here. We were very, very happy," she added. "It is like bringing children back to their childhood. It is releasing them from a camp where conditions are very bad and getting them back to a normal life." But, Grullos freely admits it is very difficult to get the children back to a normal life. She says the teenagers are suffering from a variety of illnesses, including malaria and skin diseases. She says many are severely traumatized by their brutalizing experiences and will require psychosocial counseling. Grullos says the children have been taken to the town of Gitega, east of Bujumbura, where the process to reunite them with their families would begin. She says it takes about 18 months to reintegrate them into their communities. Although the process is long, she says it has been generally successful. UNICEF says there are still an estimated 1,000 child soldiers in Burundi and more continue to be recruited by rival armed factions. 200805/37523

Bush in Israel to Start Middle East Trip布什开始中东行 会晤以色列总统 President Bush is in Israel to begin a five-day trip to the Middle East. The president is hoping for progress on efforts to resolve the Israeli - Palestinian dispute. An Israeli military honor guard welcomed the president and Mrs. Bush to Tel Aviv. He is here to help celebrate Israel's 60th anniversary and hopes to encourage faltering talks on the creation of a separate Palestinian state. White House officials say the president is still optimistic that the outline of such a state can be concluded before he leaves office in January. Israeli President Shimon Peres met with Mr. Bush in Jerusalem and said some of the obstacles to peace may soon fade. I think before you leave office you will see a change of guards here in the Middle East. What looks today so gloomy may be the last effort of some very extremist groups to remain alive," he said. President Peres sees the decline of the militant group Hezbollah, which he says is destroying neighboring Lebanon, and Hamas which controls the Gaza Strip and Mr. Peres says is postponing the creation of a Palestinian state. President Bush says a separate state would give Palestinians a choice between more violence under Hamas and a more stable future under Fatah, which controls the West Bank. We will continue to work toward a vision where people who are just reasonable and want a chance to live at peace with Israel have that opportunity, and at the same time speak clearly about the forces of terror who murder innocent people to achieve their political objectives and how the world must stand against them," said Mr. Bush. Nathan Brown directs Middle East studies at George Washington University. He says a divided Palestinian authority is blocking progress toward a separate state because Palestinian President Mahmoud Abbas does not speak for all Palestinians. There simply is not a unified viable, Palestinian leadership, so how do you make a deal if there is nobody who can really sign on the dotted line delivering the Palestinian side," said Brown. 他说:“目前没有一个团结的、可持续的巴勒斯坦领导层,所以,如果没有人能够代表巴勒斯坦方面在协议上签字,你又怎么能达成协议呢?”Progress toward a two-state solution is also slowed by the political weakness of Israeli Prime Minister Ehud Olmert who is currently under investigation for political corruption. The prime minister denies the allegations and says he will resign if indicted. His political obituary has been written many times before and it is premature to conclude that he will be forced from office," said John Alterman, who directs the Middle East Program at the Center for Strategic and International Studies, a public policy research group in Washington. "But it is a fantasy to think that Ehud Olmert can make difficult and far-reaching diplomatic concessions when his political survival is under severe threat. In fact, the incentives are for Olmert to make apparent progress for peace, but not to conclude a peace deal that would alienate vital supporters." White House officials do not expect any major breakthroughs on this trip but argue there has been halting progress between Israeli and Palestinian negotiators since they resumed talks following the president's Middle East summit in the ed States last November. Mr. Bush will meet separately with President Abbas and Palestinian Prime Minister Salam Fayyad. During this trip, he will also meet with Saudi King Abdallah, Afghan President Hamid Karzai, Jordanian King Abdullah, and Egyptian President Hosni Mubarak. 200805/39012

Despite Difficulties, Kremlin Sees Better Ties With US俄罗斯对未来美俄关系持乐观态度Kremlin leaders are offering a positive assessment about the future of U.S.-Russian relations, but caution that a number of difficult issues continue to separate the two sides, particularly those involving missile defense. Russian President Vladimir Putin told visiting U.S. Secretary of State Condoleezza Rice and Defense Secretary Robert Gates that he considers a letter he recently received from President George W. Bush to be a serious document, which the Russian side has thoroughly analyzed. Mr. Putin said if both sides are able to reach agreement on the letter's main points, it will be possible to say the U.S.-Russian dialogue is developing in a very productive manner. The Russian leader says a number of bilateral problems may be considered resolved. He notes, however, that many others still need to be discussed. Mr. Putin's successor Dmitri Medvedev met separately with Rice and Gates, saying there is an opportunity for continuity in U.S.-Russian relations despite divergence on key strategic issues between the two countries. Russia's president-elect says differences between Russia and the ed States remain on such issues as the Strategic Arms Reduction Treaty, or START, and missile defense. Nonetheless, Medvedev says there is will and determination to move ahead. He also notes the presence of every opportunity to create a necessary foundation for near-term continuity in U.S.-Russian relations. Medvedev adds that visiting U.S. officials are likely to face difficult talks on Tuesday with their Russian counterparts, Sergei Lavrov and Anatoly Serdyukov. Rice and Gates arrived in Moscow with lowered expectations for progress in so-called two-plus-two talks among the defense and foreign-policy chiefs of both countries. Each side announced in advance that they expect the other to initiate movement. Russian officials said progress depends on serious proposals from the ed States. But Defense Secretary Gates said the ed States has put a lot on the table in terms of missile defense proposals and it is time for the Russians to reciprocate. Gates added that he sees potential for progress during the Moscow talks, but cautioned that he would not get too excited at this point. Both sides will be discussing a replacement for the 1991 START treaty, which set limits on U.S. and Russian nuclear weapons. The treaty expires next year. Secretary Rice has said the ed States does not object to a formal agreement, but notes it is important to know what would be formalized. The Kremlin also opposes a U.S. plan to deploy a missile defense system in Poland and the Czech Republic to offset a potential threat from Iran. Moscow is expressing fear the system could eliminate Russia's strategic deterrent. An alternative Kremlin plan includes a joint Russian-American missile defense radar in Azerbaijan. American officials have been cool to this idea. The ed States has proposed delaying activation of the Central European sites until Iran demonstrated evidence of a genuine missile threat. The ed States also offered Russia access to the sites. Secretary Gates is in Moscow, still healing an arm that he broke in a recent slip on the ice. He joked that the injury might make it easier to negotiate with him. "We shall see," responded Dmitri Medvedev. 200803/31094

New South Korean President Lee Myung-bak got straight to diplomacy on his first afternoon in office. He promised the visiting U.S. Secretary of State he would improve on the outgoing administration's ties with the ed States. New South Korean President Lee Myung-bak was making diplomatic inroads within hours of Monday's inauguration ceremony. In a meeting with U.S. Secretary of State Condoleezza Rice, Mr. Lee's spokesman, Lee Dong-kwan, says the president looked for a new start. He says Mr. Lee told Rice the U.S. - South Korea relationship had been lacking something over the past five years, and had even become "awkward." Mr. Lee then said things would improve under his administration, and that closer ties between the two countries would also help ties between the two Koreas. Washington has been a close ally of South Korea's since the end of the Second World War, and stations about 28,000 troops here to deter a repeat of North Korea's 1950 invasion. The two are close partners in multinational efforts to end North Korea's nuclear-weapons programs. But most experts agree the alliance was strained during the administration of Mr. Lee's predecessor, Roh Moo-hyun, mainly over differences in perception of North Korea. Mr. Lee has vowed to revamp what South Koreans view as Mr. Roh's overly generous and uncritical policy of economic aid to Pyongyang. Secretary Rice praised Mr. Lee's inaugural-speech pledge to fortify the South Korea-U.S. alliance, and said the relationship between the two countries will remain strong. It is a relationship that has only deepened over the years because we share something very important - as much as we share strategic interests, we also share common values," she said. Mr. Lee also met with Japanese Prime Minister Yasuo Fukuda, who said afterwards the two countries had agreed to resume frequent high-level contacts and to communicate in a "frank and comfortable" manner. Japan subjected the Korean peninsula to harsh colonial rule during the first half of the 20th century, and South Korea has often accused Japan of whitewashing its imperial past. Mr. Lee's predecessor, Roh Moo-hyun, halted certain diplomatic contacts with Tokyo in a dispute over visits by Japanese politicians to a controversial war shrine which honors convicted war criminals alongside other Japanese war dead. 200802/27798Several U.S. Senators and a high-ranking U.S. military official say America's allies in NATO should send more troops to fight the war in Afghanistan. With the NATO summit in Bucharest, Romania less than a month away, U.S. officials speaking before the Senate Foreign Relations Committee assessed the alliance's performance in fighting the Taliban in Afghanistan. Most of them agreed that the European NATO members' participation in the mission has been vital to the progress that has been made in Afghanistan. But many of the speakers were critical of some NATO countries' restrictions that keep their troops off the front lines. Democratic Senator Joseph Biden is the committee chairman. But the so-called national caveats are making a mockery, in my view, of NATO and the notion of a unified mission," said Senator Biden. "One ally can fight here but not another place. Another ally can do this but not that. In my view, you're either in this fight or you're not." U.S. Army General John Craddock is the supreme allied commander for Europe at NATO Headquarters in Belgium. He told the committee that the restrictions need to be eased. These caveats, like shortfalls, increase the risk to every soldier, sailor, airman and Marine employed in theater," said General Craddock. At the NATO summit, President Bush plans to thank the other alliance members for their commitments in Afghanistan. But he is expected to ask the allies to do even more. The overall situation in Afghanistan is still a reason for concern, according to Daniel Fried, the Acting Undersecretary of State for Political Affairs. Levels of violence are up, particularly in the south," said Daniel Fried. "The border areas with Pakistan provide a haven for terrorists. Civil-military cooperation does not work as well as it should." 。 But Fried does see some reasons for hope. It's worth recalling that six million Afghan children now go to school, one-third of them girls," he said. "That's two million girls in school, when under the Taleban there were none. Zero." All 26 NATO member nations are taking part in the mission in Afghanistan, but some of them are not willing to send more troops into the country. 200803/30327Indian Stock Markets Continue to Plunge Despite Central Bank Assurance of More Liquidity印度股市暴跌 达三年来最低点 India's stock markets have plunged to a three-year low despite assurances by top officials that Asia's third largest economy can be cushioned from the global economic turmoil. The Central Bank is infusing more liquidity in the financial system in a bid to restore confidence. The Mumbai stock index, the Sensex, plunged by 800 points Friday, bringing it down to 10,527 points. The losses since Monday piled up to more than 16 percent, making it the worst week in the history of Indian stock markets. The stock market slide continued despite an announcement by the Central Bank that it will make an additional billion of credit available to ensure that there is no liquidity crisis in the financial system. But neither the Central Bank's move, nor reassuring statements by the government convinced investors that India will remain immune from the global financial crisis. Finance Minister P. Chidambaram says the Indian financial system is stable, and has the resilience to weather the storm blowing across the world. He says liquidity conditions have tightened, but the government will ensure that there is enough credit to support economic growth. We will watch the situation carefully and continuously and respond swiftly to the needs of the market," Chidambaram said. "Steps will be taken to infuse more liquidity if required." The finance minister also gave assurances that India's banking system is sound, and well regulated. Banking stocks have been falling heavily since the global financial turmoil began to unravel. The worst-hit is India's largest private sector bank, ICICI, whose shares fell by more than 20 percent Friday. But its head, Chanda Kocchar says that the bank faces no problems. We have adequate liquidity given the current condition, and even in our international operations we have sufficient liquidity," Kocchar said. Traders say the Indian stock market is reflecting the panic around the globe. Heavy selling by foreign investors is adding to the gloom. Foreign investors have sold shares worth nearly billion this week, taking the total outflow this year to billion. That has put pressure on the Indian rupee, which has fallen to a six-year low against the dollar. In addition there are worries that although the country's financial system may ride out the global turmoil, the economy will not be able to sustain high growth as major world economies head toward a recession. 200810/52534
